Recycling Coordinator

Examples of Duties

Under administrative direction, is responsible for planning and adminstering a specific project or program for a City department. Serves as the administrative supervisor on projects or programs. Plans, assigns, supervises, and reviews activities of subordinate personnel. Monitors the project or program's operating budget and assists in the annual preparation of same. Designs, implements, and monitors procedures utilized in program evaluation. Develops and secures commitments from other City departments and agencies to provide services to program participants. Provides technical assistance or reviews program policies and procedures. Maintains current information and oversees the preparation of project status reports. Prepares financial and narrative reports and program applications. Communicates project/program status and information to municipal officials and/or public and private entities. May supervise employees assigned to the respective project. Performs other related duties as required.

Minimum Qualifications

A High School Diploma or GED is required. A Bachelor's Degree from an accredited four year college or university in Business or Public Administration, Social Sciences, or closely related field preferred. Two (2) years of full-time, paid, progressively responsible experience in program administration is required. Must be able to lift and carry thirty (30) pounds. A valid State of Ohio Driver's License is required.

  • 3-5 years of materials management and solid waste/recycling experience
  • Bachelor's degree in public administration, business administration, environmental management, or related field
  • Experience in communication: business/economic or professional outreach activities
  • Excellent communication skills including written and verbal presentation skills
  • Experience using social media accounts as a marketing and outreach tool
  • Ability to organize, manage, and control workflow of concurrent projects, including strong time management skills and the ability to adhere to and meet deadlines
  • Strong active listening skills, including asking questions when appropriate, and letting others fully express their ideas and concerns
  • Grasps concepts quickly and has good follow-through skills; adheres to work schedule and manages challenges as they arise
  • Excellent self-motivation skills and strong work ethic

Job Functions 
The recycling coordinator may be responsible for the following duties and initiatives. Priority should be given to operational management of the program followed by cooperating with partners to the recycling program, management of recycling information and educational programs, operational labor, and other duties.
 
  • Initial development of new City brand for recycling and implementation of the new program with that branding 
  • Management and coordination of “opt-in” and “opt-out” user tracking and communications, and providing and removing recycle carts as needed
  • Broad responsibility to promote recycling through communications planning,  resource management, education and awareness programs, neighborhood workshops, presentations, and outreach events 
  • Coordination with other agencies and community organizations to implement recycling messaging and programs and to develop regional drop-off infrastructure 
  • Assist division management with contract management for the recycling and waste programs
  • Work with and educate City Council on waste reduction and recycling issues, as well as report successes and progress on an ongoing basis
  • Educate City workers and Division of Waste Collection staff on the recycling program as needed
  • Work with  311 and other customer service staff to ensure that current and accurate information is available to the call center and follow-up on resident requests received
  • Manage social media (Facebook, Twitter, LinkedIn, Instagram, YouTube, etc.) development and routine updates as well as coordinating website content and routine updates with City IT Department 
  • Conduct ongoing recycle cart inspections and direct engagement with residents on issues found and proper recycling observed
  • Work with recycling service contractor to conduct  audits of recyclable material delivered to Ridge Road Transfer Station for performance and contamination documentation
  • Direct engagement with multi-family housing complexes (1-4 units) to promote the City waste diversion programs and to educate them on the proper way to recycle
  • Update waste collection and recycling manual as needed and ensure updated manual is available on City website for access by residents 
  • Develop and maintain score card key performance indicator report which also incorporates the results of periodic surveys of residents regarding the recycling program
  • Develop and distribute a quarterly electronic newsletter for residents with subscriptions available through the City’s website
  • Other duties as assigned
